Throttle makes everything slow in the UI

Hi

I think this may have been in a previous version too, but just updated to the latest beta 6.90 RC5 and everything runs smoothly - until I hit the throttle. After that the whole program runs sluggishly, trying to do lots of things gets fade out and occasional "not responding". The only thing that recently changed was I moved to a VM... As I said, not sure exactly when it started because I don't always us the throttle.

It's an outstanding issue in 6.90. I need to look at it again before release.
