speed limiter - update for modern times

right now the speed limiter only goes up to 200 Mbps / 25 MB/s which is artificially small for those that have 1G+ lines.

Can you set the max at something much higher than 200 Mbps or do what sab for example does, allows the user to specify their line rate and then the limits scale accordingly ?

Most people want to limit speed to let other people do things on the Internet. My suggestion for now, since changing the limiter isn't a trivial endeavor is cut you connections down.

As I've said in the past, running a bunch of connections and running the speed limiter at the same time is like driving with one foot on the gas and the other on the brake.
