NZBs & PAR Files

I used Couchpotato and SABnzbd to download a movie.
However, SAB failed because there was not enough repair blocks.

I loaded the nzb file (that was saved in a SAB folder) into newsbin. There was also not enough repair blocks.
I then searched for PAR files in headers and manually downloaded enough PAR files to repair an unrar the movie.

Why did I need to manually search and download the PAR files? Aren't they (shouldn't they) be included in the nzb?

1 - You're at the mercy of whoever generated the NZB

2 - You're at the mercy of your news server.

To me this is just the nature of usenet.
