Download - Bypass Filters

Sometimes or very often, Download - Bypass Filters doesn't work. When I add failed Dls by Download - Bypass Filters, NB rejects them everytime

But If i move them to the wish list first than to the DL list, it accepts

I'll check it out. Any file sent from Failed to download should automatically get "bypass" mode.

Update

If I add them via bypassfilters to the bottom of the DL list and wait about 10-15 minutes, it accepts. If I add them to the top, it rejects
