I cancelled a couple of in-progress downloads and the cache is sitting at 254/500(0). If I restart newsbin it is back to 500/500.
Will this automatically recover at some point if I do not restart newsbin?

Old chunks get flushed out as needed. You can force it by hitting "Help/About".
