v6.40.2059 minor tray icon issue

Open NB, enable the speed-limit function, then minimize it. The tray icon has a yellow background.

Right-click the NB tray icon and select "Exit".

Start NB again. It starts with the speed-limiter turned off but if you minimize it, the tray icon has the yellow background as if the speed-limiter was turned on.

Either upon startup, the speed limiter should be turned on, or the icon should not have a yellow background. Personally, i'd vote for the second.
