Download speed reduces after 250MB

I am currently using NewsbinPro 6.4 but I have upgraded numerous times and the problem I am having still persists. When I download Large files I download at 40Mb or higher until I reach 250MB downloaded, then it gradually reduces to the low teens. I thought it was my ISP throttling and had many conversations with them and they denied it. I tried today using my lap top and it remained steady at over 40MB through out the whole download. I checked all my settings and could not find anything that would cause that. I would appreciate any suggestions.

One PC does it, one PC doesn't. That suggests it's something you're running on your PC.

Problem Fixed. I changed "Switch between scheduler Modes" from disabled to enabled and now download works fine no reduction in speed. I have no idea why but I'm a happy camper. Thanks for your quick reply.
