Could you please "interpret" the statement below. What is a code signing certificate?

Dex got a cert from Microsoft that he uses to sign Newsbin. It keeps Windows from complaining that Newsbin is an unknown or potentially dangerous app.

I always thought that was MS blackmail. A lot of programs/utilities I have used never bothered to pay the price - I still use them.
