These are leftover chunks from a download process that didn't end correctly, for example you might have decided to terminate it if you changed your mind about wanting it. They stay there for a period of time (I don't recall exactly how long - a week?), but they get automatically pruned by newsbin after that time. This is really no different than before where you might have had errant chunks either stranded in the download folder or left in memory (and thus lost after quitting newsbin), except now it's out of your face. It will enable you to pick up downloads where you left off later without cluttering up your download folder. If you end up not wanting it, it will be pruned automatically. It's intended to be out of sight, out of mind.
If you're the micro manage type, you can safely delete them, but I'd wait for newsbin to be shut down or have an empty download queue first.
