would like to get speed limit to stay on

Yes I know I'm asking too many questions!
but....
when I select speed limit it goes yellow for about 10-30s then back to full speed. I tried by setting minutes to come back to full speed at 500 but it still comes back to full speed in less than 30s.
What else do I need to do to keep the speed limit on please?
