Which database? If you select the files and hit "Ctrl-Y" to add them to the download list, this bypasses all the filters.

If you're talking about the image DB, the best way is to delete the images from the image DB first before you re-download.

Not quite the answer. When I download a picture within a group it will no longer be in the headers even if I re-download headers as 'Download All Headers'. I can understand why as most people would not want to re-download an already downloaded copy. However, if a picture were deleted I understand no way to have that header reappear with a 'Download All Headers' which, of course, makes that statement 'Download All Headers' not true because that header for the deleted picture is not present.

So my question how can I make that group back to its virgin state of all headers once again showing up as if it were the first 'Download All Headers'?

You probably have "Hide Old" set in the display and after you download, the files become old and hidden. Meaning they're still there but, you're hiding them.

There's a DB called "DownloadMarker.db3". If you delete it, the "Downloaded State" will go away but, the files will still be old.

Seems to me you just need to change "Hide Old" to "None" (Ctrl-H).
