Any Chance of moving 'Data Directory'

Any Chance of moving 'Data Directory'? I would like to keep all aspects of my downloads in an encrypted drive but the 'data directory' by design is forced to be on my 'C' drive with win7. Please allow movement of this location.

Here's the procedure. It's not difficult. It might be a bunch of data depending on whether you download using headers or not.
