First off, disable (as in-kill dead and cover with lyme) any antivirus and see if that helps. Since all newsbin can do is request bandwidth usage from the OS, like every other application, it sounds like something with deeper permissions might be in the mix.
You aren't really clear how you're coming up with those numbers. What are you running that's measuring download speed, what other app is downloading something? I'm betting the problem is related to newsbin injecting headers into the db3's,it's taxing your IO heavily, and this is somehow impacting whatever else you're using to come up with those numbers. If that's the case, you'll see the problem go away after the IO is done. Also, you say you've never seen this before - what triggered the behaviour? If it's literally just this release, go back to the last one and see if that fixes it. If it does, I'm putting money on the antivirus.
