Speed nowhere near what it should be

I have Cox Cable and the speed tester they supply shows my internet download speed should be as high as 32Mps, but since I installed NB 6.3.1 64 Bit I've never seen it go above 1.7Mbs or so -- and no, I don't have speed limiter turned on. Any ideas at all?

1 - What's it say in the logging tab?

2 - What server are you using?

3 - On the status bar at the bottom, are they any yellow blocks?
