Number of Connections

When I increase the number of connections while downloading, e.g. from 3 to 4, the actual number of connections increases.
However, when I decrease the number of connections while downloading, e.g. from 4 to 3, the actual number of connections stays at 4.

Is there some way of reducing the number of connections while downloading (i.e. disconnect a connection)?

It's been discussed, one thing Quade is mulling over is using the number of connections as an alternative to the bandwidth limiter, which would require this.

Yeah, I just need to get the time to crunch out some code to make this happen.
