Installation failed NB V6.31RC7 To V6.31

I'm trying to update V6.31RC7 To V6.31. I have both error message "Internet connectivity is required for this installer to download the latest program executable." I click on "Try again" and unable to write installation folder. Is Newsbin Running ...." "Try again".....
I deactivated my firewall, I already check windows firewall. I give the permission to everyone on this folder despite I'm "administrator local".
I tried to uninstall and reinstall same thing. I toke the previous version and no problem to install it (RC8).
Have you idea why I cannot install the latest version ?

Hmm. You shouldn't have to deactivate your firewall or fiddle with permissions. What OS you running? Oh, also be sure to completely deactivate any antivirus....

Windows 7 64 bit Professional édition
I desactivated the firewall and AV(Kaspersky) and check windows firewall

I worked fine with Version 6.30 64 bit

I'm leaning towards Kaspersky. A new version of a program will frequently appear as a brand new program to AV, and some are much nastier than others.

Sorry, I found my problem.....it was stupid. I installed foxyproxy and it has changed the setting of IE and IE isn't my default browser(I saw nothing). So Foxproxy had changed the network setting to Autoconfigure with script. I removed that and all is ok.
