A couple of things to keep in mind:
The way newsbin picks up downloads in progress is to show the same meter in the download queue as when downloading. Depending on your disk speed and download pipes , it might appear at first like it's redownloading, but it's actually burning through what's on disk and verifying what's there. You might get a clearer indication if you're unsure by expanding the post, that would make it clearer. You'll see chunks showing up grey quite quickly. Newsbin does redownload the first chunk, I believe, as a verification method. Perhaps you're seeing that.
There's a setting in the configuration file that sets how much to keep in memory before dumping to disk, but you had to have manually set that, it's not in the gui. If you had set that to a very high number in the past and forgotten about it, and newsbin shut down improperly...
Other than that, there's something wrong. It works ok here, if you've verified it's actually redownloading those existing files, then it's time to troubleshoot...
