Error 430 posts not moving to Failed

On some posts the top par2 is not found leading to a 430 error & red bar. But the par2 does not move to failed & continue on to the next child in the parent. It just hangs that entire group post. Newsbin then moves on to the next group post in the queue. I have to pause the 430 par2 & resume the other parts of the group to get them to download. (they get stuck in a paused state waiting on that 430ed par2) ("max retries" is set to 1)
