assume, Newsbin 6 doesn't require more Par-Blocks, it only downloads more of them.
If blocks are missing, Newsbin 6 downloads Pars from bottom to top (biggest Pars first,
smaller ones later).
This does not mean you require 12 resp. 47 repair blocks.
This means there are 12 resp. 47 repair blocks available but you may need only 1.

Not really. The first thing it does is figure out how many it needs, then ask for a par file with a couple more blocks than it needs.
