Speed Limiter CPU Usage

When I speed limit, one CPU core goes to 100% & stays there. When using 5.59 & the problem does not exist.
Anyone else experienced this?

Looking at it is on my todo list. Not sure it's really using 100% or if it's just confused windows.

Strange, I was just looking to see if I could lower the CPU priority or usage because some videos will jerk if I am downloading at the same time. I read this and checked the CPU when I enabled the limiter and it nearly doubled! Between 20-40% without and 50-70% with limiter enabled. Seems kind of backwards.
