Is Newsbin Trying to Delete My Headers?

I did a clean install of Win 8.1 over the weekend, retaining my Win7 system on a different drive -- I just pick which drive to boot from during the BIOS startup, but my data drives are the same, letters and all.
I got around to installing Newsbin on the 8.1 system today, and decided to use the new RC candidate. I installed it, pointed it to the existing data folder, started it with my old .nbi file, and entered my serial number to register it. I noticed the drive activity light was on the whole time (several minutes), so I exited and started it again.
The drive activity light went on solid and stayed solid again, so I checked the task manager, saw that Newsbin was the only task using much CPU, and exited again. I'm scared to death that Newsbin somehow thinks all my old headers are obsolete and is deleting them. I know it's using the right .nbi file, because my groups list, wish list, failed files list, and completed files list look the same as on the old system. I didn't think to look at the purge date in the options before I exited, but shouldn't it get that from the .nbi file? I just verified that RecordPurgeAge=2000 in the nbi file.
The date stamps in the Spool_V6 folder haven't changed, except there is a new BASIC folder in there.
I probably should have backed up my data folder, but it was 27GB, and I've never had any trouble with the many Newsbin reinstalls I've done before, so I figured I didn't need to worry.
Now I'm worried. What's going on with all the drive activity?
