I don't know if this is something to do with NB or something weird with my system (Win 7/64), but whenever I try to pause the download, it will unpause itself after a few seconds. Under the performance tab, i have it set to "default" (nothing checked) in case that figures into it somehow.
Anyone else seeing this?

Do you have the scheduler enabled? That can cause the symptoms you describe.
You can enable/disable the scheduler by clicking on it in the Status bar.
