slow downloads getting this error

Not sure if this is the right section to post this in

but I am getting slow download speeds about 7meg at the moment with the error message below

[13:17:58] ERROR Socket - Error: WSARecv Socket Error Code: 10060 A connection attempt failed because the connected party did not properly respond after a period of time, or established connection failed because connected host has failed to respond.

im using win 7 32bit fully patched
isp is talk talk fibre 40meg
newshosting server unlimited 30 connection but using 20

im not sure why was ok in the past

anyone able to help?

What firewall and virus scanner do you use? Typically this error is cause be the Firewall or V scanner stepping on the connection. Avast and Kaspersky are both known to do this for sure. Some others do too.

I'd suggest configuring them to ignore the traffic to the news server and to ignore the Newsbin data folder.

sophos v scanner

and don't make a difference if i disable the windows firewall

now uninstalled sophos and disabled the firewall

Also rebooted my router

Still the same 7meg download speed.

If it do a speed test it says 24meg download speed it should be nearer 40meg though so I'm a bit confused as to where the problem is.

Make sure you reboot after the uninstall. Removing a scanner requires a reboot to truly clean.

If you're in the UK. Throttling is the way they work so, speed tests won't tell you anything. I've heard reports that SSL port 443 (if your server supports it) can sometime bypass the throttling.

Just for shits and grins, I'd sign up for a giganews trial and try downloading from them. I get 100 Mbps to giganews and Astraweb.

Hmm good shout Quade

giganews is coming down at 30meg

so it has to be something wrong with newshosting

got this email from newshosting

There was an undersea fiber cut this week that is affecting many hosts out of Amsterdam and the surrounding area.
If you are in/near Europe I would encourage you to use the server news.iad.newshosting.com for about a week while the transit provider that owns that cable gets it repaired
