Cut long folder paths or do not delete the .rars

When folder paths exceed the maximum, files seems not to be not extracted. Noticed just some tmp folder and sub folder but the actual file does not show up.
However, the rar's are deleted automatically, i.e. I can not move them to another folder with a shorter name and extract them there.
In the Recycle bin the set is incomplete.

After a 2nd try I figured out that it had something to do with the long paths.
(it was a big download by the way)

usually the extracted files go into
\Newsbin\Downloads\a.b.something\long parent folder name 90 characters\long sub folder name 90 characters
in total it may exceed the 255 characters.

my suggestion would be to either cut the parent of sub folder name
or..
in the above scenario -not- to delete the .rars

normally they are deleted and that's fine, but it would be nice if they could remain in place in the above scenario.
i can then move them to another folder and extract them there.
