Download Latest doesn't remember where to start.

If I download latest headers, it DLs about a week's worth. I sort thru, download files I want and then "Delete Post Storage". If I download latest again, it only downloads the headers since the last header download,BUT ONLY AS LONG AS I DON'T CLOSE THE PROGRAM.
If I close newsbin and re-open, "Download Latest Headers" always downloads the whole week again. It doesn't remember where I was. 6.43 didn't have this problem.
That is a huge time, bandwidth, and data cap waster. Is this a setting I have wrong?
