NSIS Error prevents installing

I've been offline since v6.51 and have new computer. Every version I had used OK on win7 and win8.1 machines refuses to install on this new dell portable x64, giving a popup error box titled "NSIS Error" and reading "Error launching installer." How should I proceed?

Could be a corrupted install file. I suggest downloading the full installer (instead of the Internet based one) and see if that makes a difference. http://www.newsbin.com/downloads/nb662-full.exe
