It's describing what kind of SSL you're using to the news server.

Does "LOW" represent the log level? Because it kinda reads like an err/warning of "low connection status".

Can this be disabled ?

my OCD has me constantly clearing failed files, downloaded files and status.
Would be nice if this could be disabled.

I thought you were joking.

I think it's important to see that you're making secure connections and what kind of secure connections it's making. I'm actually planning on expanding on it so, you can see information about the "cert" because man in the middle attacks on SSL have moved from the theoretical into the every day. If you use SSL on a plane for instance, it's being intercepted and monitored by the people running the plane internet.
