I have Max Tries set to 2 but an incomplete file does not download.
Version 6.42 build 2148,
It shouldn't have anything to do with it but auto PAR and unRAR are configured not run. (my preference)

My guess is they're downloading but, not assembling into files. Correct me if I'm wrong.

Normally Newsbin won't automatically assemble incompletes until enough has downloaded so, it thinks a repair is possible. The counts in the status column show how many PAR blocks it's seeing. You can manually force it to assemble incompletes by right clicking and "Assemble Incompletes" on the files.

The PAR stuff does impact this.
