ssl restart no longer true?

switching ssl on and off i've seen the dialogue 'change in ssl requires restart' over and over and have obligingly been restarting newsbin whilst investigating my current system hell.

but newsbin seems to pick up the change w/o a restart and handles it gracefully, made figuring out what's broken between newsbin avast and giganews accelerator much quicker. ( fwiw, not newsbin that's broken )

Why are you bothering with Giganews Accelerator? Newsbin as equivalent functionality built in.

and that is what and where? I use it for downloading compressed headers instead of uncompressed, still bump up against my cap.

Newsbin supports downloading compressed headers from Giganews (and other servers who support that feature) and has done for a long time. It is configurable on a per-server basis under the banner of X-Features.

I prefer to use as few software components as possible as it reduces the chances of complex interactions between them.

That sounds great, thanks. Had whole long reply written but it's Xfeatures not X-Features and now i've found it on the help pages.
