Mouse over Icon Says Speed Limit Engaged

Minor, tiny issue. Running Newsbin 6.42 Build 2148 on Win 7 Ultimate 64 bit.

When I mouse over the tray icon in the bottom right corner by the clock it always says "Newsbin - Running with Speed Limit".
I check and it is running full speed and speed limit is not turned on.

Just wanted to pass it on.
