Newsbin to re-download/re-read already finished files

Hi

2 similar issues for this post.

1 - when files are completed but not a download set and Newsbin is restarted, Newsbin will re-read the already downloaded files and seems to download parts of the files (maybe for verification purpose ?)
2 - when the download list is not empty but all downloads complete, and if the downloaded files have been moved, some files may be downloaded again.

Ideally, files shouldn't need to be downloaded again and internally marked as such.

Yep, I can clearly confirm this happens with .par2 files. They are not detected as duplicate and are downloaded again.

I believe this has been addressed in the beta.

PAR2's bypass the duplicate checker and always re-download on restart. Particularly the small ones. Non-par files that have par files are checked after the first chunk. As D pointed out, there were some changes to this in the beta. The changes require newsbin to be more careful to verify that the file on disk is the one in the PAR file. Before if just checked the name.
