Req: How to migrate spool between computers?

How can the spool file be moved from one installation to another so that headers and the pointers to the last downloaded posts are recognized?

Easiest way is to copy the whole data folder over, install Newsbin and then double-click the NBI file in the data folder. If the paths are different between the two machines, you might have to hand edit the NBI file with wordpad to match the new machine's disk layout.
