Positioning panes by "cross"

Playing for some days now with Newsbin6.31
Its a very nice program (came from Newsleecher) the more you get used to it.
One question though.
To change the position of the panes one needs the so called positioning "Cross"
However I can move the individual tabs across the screen but no "cross" pops up like in the demonstration video's.
OS is Windows 7.
I can't find the answer on the forum, so probably I am the only one with this problem.
For me a workaround at the moment is the option "Reset Display Layout on Restart"
Not very elegant though, so any Idea what could be wrong?
Thanks

Make sure you have the default toolbar displayed, the icons towards the top, and ensure the lock icon isn't enabled. Sounds like that's the issue.

Thanks for your suggestions DThor however even using Newsbin6 directly out of the box (with default toolbar and unlock screen) does have the problem as mentioned.
The screen must be unlocked otherwise I could not move the tabs around.
The tabs can be locked to the upper or lower pane but it is impossible to make a third pane due to the fact that de "cross" of "liftbox" is missing.

Odd, I'm not sure why you're missing it. I know since the GUI tutorials on youtube there's been some tweaks to it, but it's even more obvious now than it used to be. I just checked it now, and I can keep adding and adding different sections to which panes can be attached. I'm pretty sure this isn't it, but have you tried it with something *other* than the search tab? The search tab is 'special'(you can't close it).

P.S. just to clarify - don't get too hung up on the cross, in case you're looking for something different looking than is there now. just click/hold a tab, drag it around, it should be obvious.

2 days ago Dex discovered a problem with the crosshairs and non-english language.dll. He's looking into it. I don't understand how the two are related myself.

One option would be to install English, position the windows, then install a different language till he figures this out.

ello Dhor and Quade, thanks for your (very fast) support and suggestions.
To me it is not a very big problem I was curious if was stupid me.
As Quade suggested I installed the English version of Newsbin and he is right indeed, no problems all; cross available en everything works fine.
So the conclusion is that the language module is responsable for the disappearance of the cross.
I hope you are able to solve the problem at a future update of the program.
It will be a typical Dutch problem no doubt :).
Regards and keep on the good work!

Ok, I fixed it. Was pointing to an old library. Non-English languages now have crosshairs when you move tabs around. Just run the installer again and select your language and it will deliver the new language dll file.
