Speed Limiter wonky on 6.01B6

I've maxed out the speed limiter (11.9MBps) but I'm only getting anywhere from 5 - 6MBps. When I turn off the limiter, I'm getting my usual full 13MBps.

How many connections are you using?

All that my servers will support: 30 on newshosting, 20 on astraweb

I'd try cutting it back to 10 each or less. It's probably not going to go any slower and the throttle might work better. Your connection speed is modest so, that many connections might even be counter-productive. I'm on a 100 Mbps connection and I don't use that many. Usenet isn't like torrent. Lots of connections isn't always better.
