scheduler not working

I have the scheduler enabled, and have scheduled that during the day/evening, that speed is limited to what I have set in the network settings. Overnight, the scheduler is set to go full speed. But with the scheduler enabled, it changes nothing. In the past, even if I tried pausing the downloads, after about a minute, the downloads would resume at the speed set in the scheduler. But now, it doesn't work at all. I can see that it is enabled, but I am still downloading at full speed.
