There's a few possibilities. First off, ensure you're using a port other than the default for usenet. Most usenet servers nowadays offer alternate ports because ISPs frequently throttle the default, check the setup options for thunder. If that fails, I would contact the usenet provider and explain your problem, they'll probably want you to run a traceroute at some point, see if there's an obvious blockage in the path between you. They may be aware of issues with your ISP and the path to their servers and offer suggestions.
Typically it's something throttling your feed. How many connections you running? More isn't necessarily better, but just checking you're not running just one - you don't provide many details.
